Exactly, the strategy that the Republicans “discovered” during the 60s/70s was nothing new. They were just a bit more subtle in their visible (to the white middle class) application until the last couple of decades.

Don’t want to upset the whites who are voting for them for other reasons after all. As their base gets smaller, their dog whistles get less subtle, until they are no longer dog whistles but outright racism and white supremacy.
