The problem is that the Republicans have a set of catchphrases that their voters seem to think represent a plan. When you ask the average Republican voter to explain the "plan," they repeat the slogans: empty promises and hot-air, like they are a serious plan for the country. Then they are confused about why you don't nod along with them, agreeing that this is the best plan of all time.
