There are a couple of exceptions that Trump is using, so your argument is incorrect. But I get where you are coming from, he seems to be looking for the edge of where he can push without having someone stop him. Unfortunately that edge seems painfully close to over the line into unconstitutional right now. But what do I know, I am just a history buff not a constitutional lawyer or real historian.
